Utah Insulation Rebates in 2026
Some Utah homeowners can reduce the cost of qualifying attic, exterior-wall, and floor insulation through current utility programs. Eligibility depends on the utility, home, equipment, existing insulation, project area, and final R-value.

What is active—and what is not
Utility rebates remain available for qualifying projects. The former federal insulation credit and Utah’s proposed statewide program should not be presented as current 2026 rebates.

Federal and statewide programs
Federal 25C expired for 2026 work. Utah’s federally supported Home Energy Rebate program is on hold.
Rebates generally follow the thermal boundary. Insulation normally must separate conditioned living space from outdoors or an unconditioned space. Basement-ceiling sound reduction and insulation between conditioned rooms usually do not qualify.

Qualifying Enbridge Gas customers with gas space heating may receive 2026 rebates for insulation installed in an existing home.
Interwest is a ThermWise Authorized Contractor
Enbridge Gas currently lists Interwest Insulation and Cody Burdett as authorized for attic, wall, and floor insulation.

Important eligibility points
- Existing home with gas space heating on Enbridge Gas’s qualifying GS rate schedule.
- Insulation must separate heated space from unconditioned space.
- Homes built during 2023–2026 are treated as new construction under the existing-home form.
- The 2026 promotion runs January 1–December 31, with applications generally due within six months of installation.

Customers on qualifying Utah residential electric rate schedules may be eligible for existing-home attic, exterior-wall, and floor insulation rebates.

Important eligibility points
- Qualifying Rocky Mountain Power Utah residential rate schedule.
- Existing single-family home generally more than ten years old.
- Qualifying electric heating or central cooling must serve at least 80% of the conditioned floor area.
- Attic insulation must generally begin at R-19 or below and finish at R-49 or above.
- Exterior walls must generally have no existing insulation and finish at R-13 or a filled cavity. Interior walls and basement sound applications do not qualify.
- Floor insulation must generally begin at R-11 or below and finish at R-30 or a filled cavity between conditioned and unconditioned space. Basement floors do not qualify.
- Applications and supporting invoices are generally due within 180 days of completion.
Income-qualified assistance
Utah Weatherization Assistance Program
This is direct energy-efficiency assistance rather than a cash rebate paid after ordinary contractor work. Eligible homeowners generally receive the work at no cost; a participating renter’s landlord may be responsible for an elected portion.
A household may qualify at or below 200% of the federal poverty level or as a current HEAT recipient, and must include at least one adult who is a U.S. citizen or qualified non-citizen. Applications are handled by the agency serving the applicant’s county and may be prioritized or waitlisted. Utah, Wasatch, and Summit counties are served by Mountainland Association of Governments.

Federal Energy Efficient Home Improvement Credit
The IRS states that the Section 25C credit is unavailable for property placed in service after December 31, 2025. Interwest will not advertise a federal insulation credit for 2026 work. Questions about eligible 2025 work should go to a tax professional.
Utah Home Energy Rebates
The Utah Office of Energy Development says Utah’s federally supported Home Energy Rebate program remains on hold. There is currently no Utah application or payment Interwest can promise through that program.

Common rebate questions
What homeowners should know before installation
Does basement ceiling sound insulation qualify for a rebate?
Usually not. Utility insulation rebates generally apply to the thermal boundary between conditioned living space and outdoors or an unconditioned area. Sound insulation between two conditioned floors can still provide meaningful noise reduction, but it normally is not a qualifying energy-efficiency measure.
Should I check eligibility before installation?
Yes. Existing insulation levels, home age, utility rate, heating and cooling equipment, final R-value, and the location of the insulation can determine eligibility.
Can Interwest guarantee a rebate?
No. Interwest can help review likely eligibility and document the work, but the utility or administering agency makes the final decision.
Can two rebate programs be combined?
Do not assume that they can. Confirm current stacking rules with both program administrators before work begins.
Are new homes eligible for these programs?
The utility programs summarized on this page are primarily existing-home programs. Builder and new-home programs use different rules and should be reviewed separately.
